Donald Spencer, Santa Rosa County Clerk of Court and Comptroller Announces Pre-trial Release Program Saves County an Estimated $1,244,092.00 Annually

​In 2014, it was estimated that the Santa Rosa County PTR Program generated a net savings of $1,244,092 for Santa Rosa County. The Santa Rosa County PTR Program functions under the direction of the Honorable Donald C. Spencer, Clerk of the Circuit Court and Comptroller with the day to day supervision provided by the Director of the Santa Rosa County Probation Department. Costs of the program are offset by the collection of a one-time $25 administrative fee and drug/alcohol testing fees paid by individuals in the program.
“The savings generated from the Pre-trial Release Program is returned directly into Santa Rosa County’s General Fund,” said Clerk Spencer. “This program is very beneficial to the individuals that are enrolled and provides a large financial savings for our county.”
This savings is estimated based on 107 people in the program in 2014 with an average of 215 days to resolve their cases for an aggregate total of approximately 23,070 days of not being incarcerated.
