Holcombe sentenced

State Attorney Bill Eddins announced today that the First District Court of Appeal affirmed the judgment and sentence of Randall Holcombe, the former Okaloosa County Sheriff’s Office employee who was convicted for his role the in the former sheriff’s payroll kickback scheme.

 

Holcombe, the former fleet manager and advisor to Charlie Morris, was convicted of RICO conspiracy and theft last year for his participation in the kickback scheme and his misappropriation of inmate labor and county equipment, which he used to help Morris’ wife in her estate sale business.

 

Holcombe was the last of the several people charged and tried by Assistant State Attorney Russ Edgar, whose successful racketeering prosecutions of the scheme included those of Sheriff Morris, Chief Deputy Michael Coup, Chief of Administration Teresa Adams, Finance Administrator Sandra Norris, and Assistant Director of Information Technology James David Yacks.

 

Holcombe was sentenced by Circuit Judge Linda Nobles to 4 years state prison and ordered to pay restitution to the county of more than $82,000.
